Property Tax Legislative Roundup Event Image

This program provides a focused look at the most significant property tax debates shaping Ohio and Franklin County’s legislative landscape. We’ll begin with a review of the high-profile property tax bills introduced in the last General Assemblywhat passed, what stalled, and the political and fiscal dynamics that drove those outcomes. From there, well examine the major proposals still in play for the current General Assembly, highlighting the ideas gaining traction and the questions lawmakers are still wrestling with. Finally, we’ll break down the now-abandoned property tax elimination ballot initiative, exploring why it emerged, why it ultimately failed to advance, and what its demise signals for future tax policy discussions in the state.

This program will examine the following:

  • The hot “property tax” bills from last General Assembly (GA) and discuss what passed and what didn’t and why.
  • What is still out there for this GA?
  • Discuss the elimination of property tax ballot initiative

Speakers:

Joe Gilligan serves as Director of Policy & Strategic Initiatives at Franklin County Auditor’s Office.  Prior to joining the Auditor’s Office in January 2025, Joe  was Central Ohio Regional Director for US Senator Sherrod Brown.  Joe attended the University of Vermont.

PR Casey is General Counsel and Deputy Chief of Staff over Appraisal to the Franklin County Ohio Auditor. He has successfully combined his interest in government and law into a public service career for over twenty years.  P.R. has actually served in counsel roles for all three branches of state government in Ohio, including the Supreme Court, Department of Education and Senate.  Prior to attending law school at, The Ohio State University, P.R. began his public service career working as a legislative aide to the late Honorable John D. Dingell, U.S. House of Representatives.

In 2019, P.R. took an opportunity to work for Franklin County under Auditor Michael Stinziano.  He has enjoyed learning about real estate and appraisal in Franklin County while helping to drive the work of the office in those critical areas.  P.R. is most proud of the work the office did in 2020, conducting a successful Triennial Update of value during the pandemic.

McKenna Dugan is the Policy Manager in the Franklin County Auditor’s office. She served as a legislative staffer to in the Ohio legislature for over three years and has a strong foundation in education and state and local government policy. She has extensive experience in working with legislative leaders and public agencies. McKenna’s policy experience and public service background provide understanding and valuable insight into the needs of the office and Franklin County residents.
